If you are a super dedicated Outbreak fan, then maybe going over to the japanese servers is for you! I've done it, and it was well worth the price of importing.
First you must get a japanese SLIM PS2. They usually go for about $160.
Then you must get the japanese copies of the games, or just one or the other. The price on them varies depending on where you get them.
After you get those, you will need to register with the KDDI service. Follow the guide listed in the other sticky to see how. It costs about $5 a month to play, so you will need a credit or debit card, preferably VISA.
A good place to look for the games and a japanese PS2 is www.play-asia.com or www.ebay.com
Now onto online activity...
File 1 is mostly dead, and it will be hard to get a full game going on those servers unless you set it up with people you know beforehand.
File 2 is pretty active with over 100 players on at peak hours.
I own both japanese versions.
Also, please note that you will mostly be playing with japanese players, as in people in japan. The time in japan is basically AM PST=PM Japan time and vice versa.
